Description

The 2003 Adult Literacy and Lifeskills Survey (ALL:2003) is a study that is part of the International Adult Literacy and Lifeskills Survey program; program data are available since 2003 at https://www150.statcan.gc.ca/n1/en/catalogue/89M0022X. ALL:2003 (https://nces.ed.gov/surveys/all/) is a cross-sectional survey that is designed to provide participating countries, including the United States, with information about the skills of their adult populations. ALL:2003 measured the literacy and numeracy skills of a nationally representative sample from each participating country. The study was conducted using computer-assisted personal interviews (CAPIs) as screeners with paper surveys and cognitive assessments of minors and adults ages 16-65. The study's response rate was 68 percent. Key statistics were on overall literacy and numeracy performance of US adults compared to their peers in 10 other countries that participated in ALL between 2003 and 2008. In 2022, a file with rescaled plausible values for literacy and numeracy and some trend background questionnaire items to allow for trend analysis with the U.S. Program for the International Assessment of Adult Competencies (PIAAC) data was released.
