The study was conducted using surveys via the web or by mail. District superintendents were sampled. The study's weighted response rate was 95%. Scope and Coverage
- The sample consisted of public school districts in the 50 states and the District of Columbia. The nationally representative sample was selected from the 2008–09 NCES Common Core of Data (CCD) Local Education Agency (School District) Universe file, which was the most current file available at the time of selection.
