Secondary School Arts and Education Survey, 2009 is a study that is part of the Quick Response Information System program; program data are available since 1998–99 at https://nces.ed.gov/surveys/frss/downloads.asp. FRSS 101 (https://nces.ed.gov/surveys/frss/) is a sample survey that provides national estimates on student access to arts education and the resources available for such instruction in public secondary schools during fall 2009. The study was conducted using mailed questionnaires that could be completed via mail or the web. Follow-up telephone interviews were also conducted. School principals were sampled. The study's response rate was 87 percent. Key statistics produced from FRSS 101 are availability of music, visual arts, dance, and drama/theatre instruction; enrollment in these courses, the type of space used for arts instruction, the availability of curriculum guides for arts teachers to follow, and the number of arts teachers who are specialists in the subject.
Detailed Methodology
1,180 public schools serving students in secondary education grades were sampled and 1,010 responded. Stratification was applied during sampling based on instructional level, enrollment, region, urbanicity, the inverse of White non-Hispanic student enrollment rate, and percent of students eligible for free or reduced-price lunch. Schools were sampled from the 50 states and DC and excluded special education, vocational, adult education, and alternative schools.
The data can be used in conjunction with FRSS 103 - secondary school arts teachers data. FRSS 100 and 102 provide elementary education level information to compare too.
