The Medicaid and Statistical Information System (MSIS) used by the Centers for Medicare and Medicaid Services (CMS) to gather key eligibility, enrollment, program, utilization and expenditure data for the Medicaid and Children's Health Insurance Program (CHIP) has been decommissioned and replaced by Transformed (T)-MSIS. The MSIS files includes: State codes, MSIS ID numbers, MSIS case numbers, race, ethnicity, zip codes, date of birth and death, SSN, sex, dual eligibility, days of eligibility, income, health insurance, CHIP and Temporary Assistance for Needy Families (TANF) codes.
The project review timeframes above do not apply to applications that request access to confidential data assets commingled with data that are either not owned, or are only co-owned, by the statistical agency(s) or unit(s) and require approval from third parties not subject to this policy (e.g., state and local government agencies).

The primary data sources for Medicaid statistical data are the Medicaid Statistical Information System (MSIS), the Medicaid Analytic eXtract (MAX) files, and the CMS-64 reports. The form CMS-64, Quarterly Medicaid Statement of Expenditures for the Medical Assistance Program, has been used since January 1980 by the Medicaid State agencies to report their actual program benefit costs and administrative expenses to the Centers for Medicare & Medicaid Services (CMS).
