The Centers for Medicare & Medicaid Services (CMS) worked with states to transform the Medicaid and Statistical Information System (MSIS) system, which was used to collect utilization and claims data as well as other key Medicaid and Children's Health Insurance Program (CHIP) program information, to keep pace with the data needed to improve beneficiary quality of care, assess beneficiary to care and enrollment, improve program integrity, and support our states, the private market, and stakeholders with key information. The T-MSIS data set contains: enhanced information about beneficiary eligibility; beneficiary and provider enrollment; service utilization; claims and managed care data; expenditure data for Medicaid and CHIP.
MSIS was used to gather key eligibility, enrollment, program, utilization and expenditure data for CHIP and has been decommissioned and replaced by T-MSIS.
Requesting this data requires a Data Use Agreement. Use of the data must fall under the following research purposes: analyzing the quality, coverage, and consistency of data; and/or analyzing the characteristics of program participants. For more information, contact a local RDC administrator.
The project review timeframes above do not apply to applications that request access to confidential data assets commingled with data that are either not owned, or are only co-owned, by the statistical agency(s) or unit(s) and require approval from third parties not subject to this policy (e.g., state and local government agencies). For more information, contact your local FSRDC administrator before applying for this data.
Scope and Coverage
- All states—including the District of Columbia—provide data each month about their Medicaid and Children’s Health Insurance Programs (CHIP) eligibility and enrollment activity.
